Dr. Stephanie V. Overton Stanard

Dr. Overton Stanard is the Principal/Chief Executive Officer of SOS Human Capital Solutions, LLC, a recruitment and staffing, training and development, workforce development, and facilities support business in Maryland and Washington, DC.
She provides overall strategic leadership and management in this role, setting the organization's strategic direction and overseeing its day-to-day operations and growth.
Before this, she was the Senior Executive Director in the Office of the Principal Deputy Chief Operating Officer (PDCOO) for the Department of Education. She also served as the acting PDOO in the office of the Chief Operating Officer and Deputy Assistant Secretary for Management and Planning in the Office for Civil Rights, Department of Education. In these roles, she was the principal management and planning official responsible for overseeing and directing all planning, budgeting, operations, procurement, human resources, information technology, communications, and policy functions.
Her career also included serving as the Department’s Office of Federal Student Aid’s Human Resources Director and Senior Advisor to the Chief Administration Officer and the PDCOO, managing human capital services to deliver efficient, cost-effective operations.
Dr. Overton Stanard earned a Doctor of Philosophy in Human Development from Virginia Polytechnic Institute & State University (Virginia Tech), a Bachelor of Science in Journalism, and a Master of Arts in Organizational Communication with a minor in Human Resource Management from Bowie State University. She is also a Goldman Sachs 10,000 Small Business Program, Backbone Program, and AmeriHealth Caritas Small Business Development Program graduate.
As a lifelong public servant, Dr. Overton Stanard currently serves as the Interim Chair, Board of Directors for the Revenue Authority of Prince George’s County (PG), MD; President of Bowie State University National Alumni Association (BSUNAA); Lifetime member of BSUNAA; Two-time inductee of the BSUNAA Sports Hall of Fame; Board of Directors for Sowing Empowerment & Economic Development (SEED), Riverdale, MD; Chair of the Board of Director for Charlotte’s Web, District Heights, MD; former Commissioner for the Charter Review Commission & Compensation Review, Prince George’s County, MD; and a former member of the Local Development Council for the MGM National Harbor, Prince George’s County, MD.
Dr. Overton Stanard is also a proud member of Delta Sigma Theta Sorority, Incorporated, and past Worthy Matron, Marjorie T. Lancaster No. 84, Order of the Eastern Star, Prince Hall Affiliated, Maryland Jurisdiction.
She is a graduate of Surrattsville High School in Clinton, MD, and is married to Sherrod M. Stanard. Together, they have five daughters (Brianna, Bijon, Starr, Simone, and Sherron), three grandsons (Christian, Bryson, and Braxton), and one granddaughter (Aria).
